HT adalah salah satu alat penting untuk dibawa oleh pendaki, camper, hunter, dan petualang alam bebas lainnya. Karena merupakan alat yang berguna untuk berkomunikasi antar teman, keluarga dan anggota tim di alam bebas, dan sebagai alat untuk meminta bantuan dalam kondisi darurat.
Ketika kita berada di area yang mana signal handphone tidak tercover, maka kita akan kesulitan berkomunikasi dengan anggota tim yang berpencar. Maka disaat itulah HT atau radio komunikasi sangat penting peranannya. Dan tatkala kita meminta bantuan ketika mengalami kecelakaan di hutan dan daerah yang tidak ada signal handhpone.
Namun bagi para pengguna radio komunikasi, tetap disarankan untuk memiliki izin mengudara. Izin mengudara bisa diurus di organisasi organisasi radio komunikasi seperti RAPI dan ORARI. Karena frekuensi adalah merupakan sumber daya alam yang terbatas dan tidak bisa diperbaruhi, maka penggunaan frekuensi telah diatur oleh Undang Undang, dan setiap pengguna wajib memiliki callsign atau izin.
Pada dasarnya setiap stasiun radio yang memancarkan frekuensi radio wajib memiliki izin. Hal ini diatur baik oleh peraturan internasional (Radio Regulation) maupun Undang-undang RI No. 36/1999 tentang Telekomunikasi. Frekuensi Radio merupakan sumber daya alam yang sangat terbatas dan tidak dapat diperbarui, padahal setiap pihak di semua negara berkepentingan menggunakannya. Karena itulah penggunaan fekuensi radio harus diatur dengan sebaik-baiknya, baik secara nasional maupun internasional. Setiap pelanggaran penggunaan frekuensi radio merupakan tindak pidana yang diancam sanksi pidana, dengan ancaman penjara 4 tahun dan atau denda Rp. 400.000.000,- (empat ratus juta rupiah)
